Customs need to control imports efficiently. Especially for high-volume, low-value express shipments where, they must acquire or receive specified, quality shipment data sufficiently in advance (prior to the arrival of the consignments) so as to apply risk assessment and compliance measurement techniques. This over-riding Customs requirement for obtaining accurate shipment data in advance of goods’ arrival can only be met if both the Customs and traders or carriers are using automated and ideally, integrated systems.

Standardized and harmonized information requirements and procedures are essential for an effective and efficient exchange of information between all parties in the international cross-border movement.
